Fiddle- Fail Hurr, no strobe.
Interwebz- Success! Most searches resulted in responses like "must be operator error" or "send it to Streamlight, n00b!" Well, deep in the dungeon of the internet (4th or 5th google result ), I found a solution that can hopefully help others with this issue- within this thread on m4carbine.net, poster GregoryJ333 casually noted-

The strobe can be disabled by tapping the momentary switch 9 times and holding it on the 10th press. The light should then go out after 1 sec to confirm that the programming has worked. Repeat the procedure to re-enable the strobe. |
In any case, I hope this thread helps someone who's having difficulty with their TLR1s. Seems like a pretty nice light, I would definitely consider one, as they're about half the price of the surefire x300s and come with a lifetime warranty.
