Questions with buying AR15 lower

I'm thinking of buying couple of AR15 lowers, in case semi-automatics become illegal. I have no tools and no gunsmithing experience, so I will probably buy a complete lower with BB installed. I found some BB installed lowers on palmetto state armory website for around $200.

For AR15 lowers, any input on quality? Do I really need an expensive lower, or will the PSA ones perform just as well as any other lowers?
