Another interstate intrafamilial transfer questionIs there a way to get a stripped lower designated as a pistol from out of state and transfer it just as stripped or does it need to built up as a full pistol before DROS can happen? My LGS said it has to be complete but couldn't tell me why. I tried calling DOJ which just made me go in circles for awhile and I knew I wouldn't get an answer from them. So now I'm asking all the pros.
