Glock problems

I have a glock 21 gen 3 , when I rack it back to put one in the chamber it tends to get stuck (not smooth) I have 9 rounds in the magazine. When I take 5 rounds out its back to normal . What can be the problem ?
I don't think it my magazines I have 3 mags and all 3 do the same thing.
