Revolver hand won't engage and rotate cylinder.

Took my J frame to the range yesterday and immediately noticed that when I fired it, the cylinder didn't rotate. Sometimes it would, sometimes it wouldn't, so I took it home for trouble shooting.

I disassembled it to clean it, and learn about the internals. To my knowledge I have assembled it correctly. Perhaps I was unsuccessful.

If I point the gun up, the hand falls toward the ground, resulting in this part of the hand traveling behind this black V shaped item. Forgive me for not knowing the name of it. Skyward, the cylinder never rotates because of this. When pointed down, the cylinder rotates perfectly, every time.

Can you see something wrong? I have looked at all the assembly videos for a Model 60 on Youtube and can not see anything that I have done improper. Mine is a 60-14. I took some photos as visual aids.
