Should I wait or buy now?

From my understanding the bill regarding the ban of bullet buttons and pretty much all semi autos is still going on, nothing passed yet.

I am in the market to build an AR15, still need the lower, but have been on the fence due to the this legislation in the works. Should I buy an AR15 lower now or wait until the outcome of the bill?
