FFL Business License in "City of LA" - Marina del Rey

Question - I'm applying in an odd section of Marina del Rey which should be county but the County says given the address it is managed by the City of LA. Anyone know of any pointers, chances for success?

If you end up being a briefcase dealer, do you need a business license when doing so out of your residence?
